Many people have downloaded the MGN custom CAB files to rebrand their phones to Cingular or T-Mobile and to set GPRS settings. You can build your own custom CABs that could do all kinds of chores for you. At one time I wanted to write a simple "How To Build A CAB" because the MSDN site information is very confusing at best. I found a site that gives a nice primer on building a simple CAB. You can find the site HERE.

The same process is used for both SP2002 and 2003. You just need to download the appropriate free SDK.
Windows Mobile 5.0 requires purchasing Visual Studio so it is a little more involved. Good luck and let us know if you build your own CAB file.
